I believe there is a mistake.
The light comes from the left and casts shadows into the sea. Some trees and shrubs are illuminated by it. Beautiful photo but I do not think it portrays the bio luminescence.
You are correct. It’s a beautiful artistic photo, but it’s just a sunset on surf.
